any one know why the engine like this way (i mean up )?

I don't know - but here are a few guesses.

So they could put bombs and missiles under the wings.
Less a chance of getting shot up.
Less a chance of debris getting sucked in during ground operations.

The A10 is a ground attack aircraft, by mounting the engines up high and exhausting them over top of the horizontal stab it reduces the heat signature of the engines, making them less vulnerable to ground based heat seaking surface to air missiles.

The gatlling gun in the nose spews out quite a bit of brass, I believe the rate of fire is 2 speeds, 1600 RPM, and 3200 RPM. The engines are mounted high to avoid fodded engines during weapon ops. ;)

It doesn't reduce the heat signature so much as position the efflux over the tailplane to make it harder to put a ground launched IR SAM up the tailpipe.
