Generally "clear ILS approach runway XX" is given after giving vectors to intercept the ILS. "Descend on the ILS" is given after the pilot has reported established and is a confirmation that the aircraft is allowed to descend once the glideslope is captured.

But don't trust me I ain't even a trainee yet. (Stage 3 in 2 weeks :} )

not quite true

the phrase 'cleared ils approach' is not usually used in the uk - the uk has filed a difference from icao. of course you may still hear this in the uk but it's not technically correct!

in the uk pilots are first asked to 'report established localiser...'. once established they are 'cleared to descend on the ils'

you may (to save time) be instructed 'once established on the localiser, descend on the ils'

it is felt that this enhances safety by adopting phrases that include a positive instruction to descend ONLY when it is safe to do so.

i think there were several incidents of aircraft descending below msa after being told they were 'cleared ils approach' :8

Sorry guys - you're both wrong. (in the UK, that is!)

"Cleared for the ILS approach rwy xx" is the clearance to commence an ILS procedure, ie from the hold, outbound on the procedure, procedural turn and establishment on the ILS inbound. It is not normally used in a radar environment except for pilot training, but it is what you would hear on a non-radar ie procedural environment.

"Descend with the ILS/glidepath" is given when, after radar vectors, the pilot has reported established on the ILS.

Run a search. It's been done to death before.
