Who is responsible for SIDs and STARs at airports. At a Hub airport like AMS do the major carriers push for CDAs or are those done as a part of the noise abatement.

In the UK, my recent experience of doing just this at a regional airport is that the airport authority works with the ATS Provider to determine the tracks of the SIDs/STARs they want for noise abatement purposes, gets these drawn up professionally (by an organisation such as NATS but there are others in the market place who will do this commercially), taking account of the relevant ICAO design criteria. There is then a very protracted and detailed procedure to be followed with the UK regulatory authority (the CAA's Directorate of Airspace Policy) and then the Airport Authority and/or ATS Provider have to embark on a consultation process with just about anyone and everyone who may have an interest in the airspace and aircraft tracks over the ground concerned. That may include all manner of specialist aviation groups and organisations, the military, Parish-, Town-, District and County Councils, environmental and heritage/wildlife groups - and many more. We consulted over 330 organisations and the whole business took us about three and a half years years from start to finish. One of the prime needs is to demonstrate that you are seeking to ameliorate the disturbance caused by aircraft noise for the most people for the greatest amount of time, especially at night, although one can never do so for everyone.
