Is it true that the Capt of any foreign AC flying into China has to wait to be cleared till the very last passenger has been cleared by customs?

The Captain is no longer "in charge" of, nor responsible for passengers who are outside his airplane. The "operator" is liable for passengers who lack proper entry documentation. The airline may be subject to a fine, and in all cases, the airline must provide return transportation for passengers who are denied entry.
