What is the ultimate goal of its use and percentage of aircraft using ADSB equipment in the UK, will military and security aircraft be required to adopt the equipment ?

In terms of Oceanic, only ADSC is currently used however ADSB would enable separation minima to be greatly reduced and make life in a non-radar environment a heck of a lot simpler. Would be nice if ultimately everybody was equipped.
Can't speak for the radar guys'n'gals though.
