Is there a JAA equivalent of the FAA Instrument Flying Handbook FAA-H-8083-15 ?

The wonderful thing about the FAA is that they are very keen to pass on as much information to their pilots as possible. They have many great handbooks like the one you mention.

Unfortunately, I have never seen anything remotely similar from any other authority. The CAA are a bit better than most, but I have not seen anything about IR flying or technoiques I'm afraid. If you find anything, let us know!

also from the FAA I would look at FAA-H8083-25 'Pilot's Handbook of Aeronautical Knowledge
and
Instrument Procedures Handbook FAA-H8261-1

two more great ones:

and
Robert Buck's Weather Flying
