FABs into the making

The following has been announced on the 27 Nov 2006 :

Six countries are to examine the prospects for creating a single block
of airspace covering the core area of Europe, in line with the 'Single
European Sky' initiative to harmonise air traffic management across
the continent.
The six states - Germany, France, Switzerland and the three Benelux
countries - will carry out a feasibility study of the proposal, which
will cover both upper and lower airspace and be completed in early 2008.
Several countries have been considering the benefits of creating
functional airspace blocks, through which present geographical
airspace boundaries would be scrapped and redrawn to make the most
efficient use of air traffic control resources.
"This joint initiative will undoubtedly be a major contribution to the
building of the 'Single Sky' in Europe," says the steering group for
the programme, known as FAB Europe Central.
France and Switzerland have already conducted initial studies into
establishing an airspace block, indicating that it could eventually
extend to include parts of Italy.
Germany and the Benelux states have also begun exploring tighter
co-operation. The four countries have a long-standing partnership
through the Maastricht upper area control centre in the Netherlands.
Sweden and Denmark, Spain and Portugal, Ireland and the UK, and a
number of Central European countries have also embarked on projects to
develop functional blocks of airspace.

Note 2: Let us remember that talks in that area started in early 2000
and some preliminary maps have circulated around , albeit most of
ATCOs ignored or snobbed their existence. Approaching 2007 , however ,
these blocks will become more apparent

Note 3a: In case of ATCO 'moving around' , to whatever extend this
will happen with FABs , the unions are advised to pay attention on the
legislation by which this will happen. For those that belong to the EU
, the EU law foresees that people CAN MOVE and have the right to
TRANSFER their PENSION RIGHTS together. For the countries where these
laws do not exist ...tought luck to the countries . EU obliges them ,
when a case is brought up , to do it within 12 months , else they face
economic 'punishement'. A number of european countries have already
implemented such a legislation the last 3-4 years when it was asked by
people who had an interest . So this is happening ...

Just for information : Appealing to the EU court is a simple procedure
I heard someones to say that you need much money and time. Wrong .
This may happen only with cases under doubt of interpratation not with
the standard legislation. No country has refused ever , so far , and
to my opinion they will not dare to ...

Note3b: Moving , however , is not just you. Your family members are
affected as well. In european organisations everything is foreseen for
the rights of the family members , ranging from insurance to schooling
etc. In case of FABs we do not know the status of the Providing
Company but since it is the beginning these issues can start been
discussed and preliminary forms to be designed.

For example , ATCOs from Europe who worked in the Far East under a
private Provider were given a lot of benefits in housing and family
facilities.

There is nothing new under the sun and there can be plenty of ideas .
It is only that unions seem to be very alienetated from the happenings
..this is my own interprattation if I compare it with the very , very
, high level activity of ATC unions in the years of the 60s and 70s.

In theory, its a no brainer - it should be easy to sort out and to be the ultimate advantage of both ATC and Airline users, given that it's what Eurocontrol was set up to do and implement all along.

But, as ever, there will be no easy answer because, despite the many and variously qualified staff who are putting al their efforts into this idea, Eurocontrol doesn't have the political protocol to implement the system.
