"Limited" Category in the USA

I am researching the "Limited" category in the USA and how aircraft falling into this class are able to revenue-earn despite the fact that they do not have a full CofA.

This category seems to lie between "Experimental" and "Cof A" and has no UK or European equivalent.

Am I correct?

IIRC article 11 of the ANO has provision for aeriel work by "permit to fly" aircraft. I believe this is mainly to facilitate type and differences training on aircraft where there isn't a suitable CofA equivalent.
