Why must the V1 and Vr be increased for an EEC altn T/O on a 26k -900 or -800?

Probably because you're no longer allowed to perform assumed temp or fixed derate - hence increasing Vmcg, hence increasing V1 and Vr.
...methinks! - there's nothing about the speed-increase per se in our DDPM.
