Are they any foreign ownership rules to prevent a non-UK citizen from owning aircraft and a flight school in the UK that only trains people for the PPL?

Not to the best of my knowledge - and as certain commercial schools are owned by large, predominately US based, corporations this shouldn't apply to any school in my opinion.

you you will need to consider forming a limited liability company for protection.in that respect i think company law in england and ireland has many similarities and there are here at any rate rules regarding directors (local and foreign) but that should not pose a problem.

under JAR there are fairly stringent rules for establishment of an RTF..which can train only to PPL standard.

establishment of an FTO for IR/CPL etc...is a very different matter .

suggest you talk to the CAA. before doing anything. i am sure they would be very helpful.:sad:
