ICAO documents

A good friend of mine (ex-Laker) is in the process of selecting an aircraft for long range passenger service, and urgently needs an ICAO list of category one/two countries.
Does anyone have a link to this list?
The B767 is the preferred aircraft, and several examples have been researched.

The funny face actually means d.k.:.8000 just remove the spaces :)
