Help needed here please!
Anyone able to tell me who can amend the details of a flight plan that has been submitted to and acknowledged by IFPS other than the aircraft captain or his designated representative?
If you know the answer can you give an ICAO or CAA reference and point me in the right direction to find the definitive answer?

ICAO Doc4444 [obeyed by ALL except the Fr.. uknow who]
IF you file an IFR plan....AND input IFPS REROUTE ACCEPTED, IFPS can reroute your a/c BUT they will send you the "Amendment" of the "Reroute" in full
