Quick question for controllers at EGCC

Why do aircraft have to use the Daley STARs instead of the Rosun STARs if the MCT VOR is no operational? Has this something to do with the Rosun arrivals using the MCT for reference when flying the arrival.

Any info would be greatly appreciated

That's correct. The ROSUN fix is based on the MCT VOR whereas DALEY is based on the TNT VOR.
