Any news on the alleged introduction of the facility to file ATC flight Plans on the internet (like OLIVIA in France)

Olivia is free. But be careful. Flight plans submitted via Olivia, that neither commence nor terminate in French airspace will be rejected.

Yes, homebriefing.com is currently the only known service which has explicitly stated it will accept flight plans from anywhere to anywhere. All the others will do it only if they feel like it at best, or won't do it and say so in their terms.

The old Heathrow fax number has been found to work for anywhere too, but they aren't obliged to do it either for wholly out of UK flights.

Homebriefing.com is Euro 36 a year, flat rate, cheap at twice the price for the convenience and the super service. You can phone them up any time of day or night to fix up rejected plans too. And it works well over GPRS.
