Radar down in ZRH on Nov. 11th'03: Investigation Report

The Swiss Aircraft Accident Investigation Bureau released today its report on the ATC-breakdown in ZRH on Nov. 11th'03, when all screens went blank for about twenty minutes while handling 28 A/C. The report is quite damning for Skyguide's lack of safety procedures when trying to solve IT-problems. I guess (I hope) it's been improved.
The report is currently available in German only at http://www.bfu.admin.ch/de/pdf/u1887_d.pdf
An english translation should be available mid-may.
In the meantime, can anybody help me to translate "Saftladen" into english? :E

The english version of this one is not yet available. Thanks for being patient. Skyguide did react though, even in english...
