While looking at approach charts for various UK airports online, it would appear that many CAT I ILS approaches have minimums that are below 200 ft. above touchdown zone.

The standard in the US for CAT I approaches is 200 ft. Is it common to have CAT I approaches less than 200 ft in The UK (and Europe)?

Cat 1 minimum decision height is never less than 200ft; you're getting it mixed up with the published OCH which usually is less than 200ft.

Thanks for the clarification. What does the OCH refer to, then?

Obstacle Clearance Height; OCA minus airfield or threshold elevation.
