I am aware that some of the smaller biz jets are certified for flight in icing conditions and all weather approaches. Does anyone know if any single or twin pistons are similarly certified? or alternatively, what would be the smallest private jet certified for flight in icing conditions and cat II approaches?

There are a lot of light twins certified for flight in known icing (Seneca, Aztec are the two I'm most familiar with - there are others). Most if not all of the light biz jets available are the same - it's a certification requirement.

As for Cat II approaches though - different matter. I can't think of any light jets / light twin pistons that are anything other than Cat I. I suspect that Cat II is in the realms of Falcon 900 upwards size of aircraft.

I know of one Cat II certified twin Commander (twin turboprop).

Unfortunately the pilot needs the cert also.
