Having shared a ramp with a departing FCA 757 in the Arctic Circle recently, I'd be very interested to know what sort of braking co-efficients you can accept for departure. From what the crew said to ATC, it also seems that a headwind can increase your flexibility with contaminated runway ops. Is this the case for you? (I ask the question because we are not allowed to account for any headwind at all with contaminated runways)

I cannot comment for the crew in question.

However our 757 planning manual clearly states, probably like yours, that no credit is given for a headwind, and that take off with a tail wind is not allowed on contaminated runways.

If the crew gave the impression that they were doing something different then I don't know why. Maybe they obtained a specialist analasys by the Nav and Performance department using the headwind that gave better figures.
