Reading at some hold posts on this forum I understood that all the flight are in RFI status by default..... So why lots of ops controller bother to send a RFI for the flight after have received a CTOT??
Are this practice in some way useful??

You are correct that all flights are placed by default into RFI status.
Once you have received a CTOT there is no benefit in sending an RFI message again.
If your flight was in SWM status and you want to change it then an RFI message is necessary.
If your flight is ready before flight planned EOBT or can accept a "quick" departure, the tower can send an REA message.
