I believe there is a threat by ETA in place.

A Ryanair flight from Stansted was diverted to a nearby military airstrip it reports.

Closed due to ETA bomb threat.
Today is the biggest fiesta in the ZAZ calender so no suprise ETA have tried to cause some disruption to events.

They probably mean that RYR were allowed to land on 30L a couple of miles south instead of the usual 30R.
30L is usually reserved for the military and is also a standby runway for the Space Shuttle.
