Full marks for very precise timing in the NOTAM ... but that's just about when I was intending to get to the HEMEL VRP from BPK and then turn north through Luton's zone (permission permitting).
Now, some measuring on the 1:50,000 map convinces me that HEMEL VRP is several yards outside the 2NM radius, but:
(a) is my navigation really that good?
(b) there needs to be a plan B if I don't get the Luton transit, which was to go more or less through the middle of this area to BNN, possibly not a good idea.
Anyone here know any more about this event? - unless I've missed something there's not much of a clue in the NOTAM as to who to contact for more info, which ATC unit to best be talking to (I'd be wanting to talk to Luton at that point wouldn't I, but would they know anything about the event traffic?), whatever.
(Maybe plan A should be get off the ground in time to be well past by 1715, with plan B being to go somewhere else altogether.)
