Just wondering if anybody knows if this conversion is possible.I read in LASORS that the standard 30hr FI course reduces to 15hrs for Non JAA Instructor rating holders

Yes, 15 hrs is correct if your FAA rating is valid. You also have to complete the CPL writtens, all 9 of them.

JAR-FCL does not offer a conversion however, if you read Appendix 1 to JAR-FCL 1.300 1(a) (iii) it says:

"have completed in accordance with JAR-FCL the approved course(s) of theoretical instruction and flight training. The course may be modified as approved by the Authority, taking into account the previous training and the experience of the applicant, but shall comprise at least 30 hours of ground instruction and 15 hours of dual flight instruction conducted by a FIC Instructor."

This is used as the basis of the conversion, so the 30/15 is not guaranteed unless the applicant is up to speed!
