what is the best way to construct a website without paying excessive fees to a 'professional'?
also suggestions about hosting gladly accepted.

I use 123-reg (now owned by pipex).
The total downtime in the last 2 years has been about 5 hours.

I too use 1&1 (http://www.1and1.co.uk/?k_id=8382018) and find them absolutely excellent in every regard. I have used about 10 different webhosts in my and they are definitely way out ahead of them all in my book
