When an aircraft operator is described as being a PerfA operator what does this mean exactly?

Are you sure it is not the aircraft (rather than the operator) being described as Performance A?

Guess it could be referring to the aircraft itself. The operator is being described as an operator with perf A aircraft.
For example would an operator with Metroliners be described as a perfA operator?
