Quite simply, according to JAR-OPS an adequate airport must be "available", does this mean that it can only be used inside published operating hours?

Yes.

You can hardly describe a closed airport (or pub, shop etc) as 'available' can you?

But is that airfield 'adequate' if it is in the arctic, up a fjord, has just sufficient tarmac to carry out an emergency stop, has no passenger facilities and is used to reduce non Etops routing :suspect:

Similarly you can hardly expect to ask a question on pprune without being patronised......

Allow to me to clarify, can anybody explain under what conditions
we can flight plan a twin to be more than 60mins away from an adequate airport and not be operating to etops rules..

And yes BGBW does have some relevance to this question.
