Dear Colleague,

NATS PAY BONUSES SHORTFALL – NO PROGRESS MADE

A further meeting took place between the NATS Trade Unions Side and Management today 11th May and there is little or no progress to report.

Management confirmed that they had received our supplementary claim for an increase in basic pay wef 1 April 2001, the purpose of which is to make up the shortfall created by the failure of the bonus scheme to deliver members expectations. Management also stated that they had reported our concerns and anger, expressed at the meeting on 3rd May, to the Board and Remuneration Committee. They have also appraised the Airline Group of the situation.

Regrettably however their formal response was to reject our supplementary claim and to re-state that they were not in a position to re-open negotiations on the 21-month pay deal. They also stated that they would not be putting forward any proposals to make up the 2.35% shortfall in the bonus arrangements.

The TU Side requested full details of the figures and statistics which had led to the bonus targets not being reached. Surprisingly Management were not in a position to give us that information today but offered to set up a separate meeting with the NATS Finance Division who would give us a presentation and informally share the un-audited data. The TU Side found it difficult to understand how decisions had been taken on the data yet the information was not readily to hand at the meeting. The meeting is now arranged for Thursday 17th May.

Management agreed that the figures could be open to challenge by the Unions and if they showed up any significant variations or errors they would re-open discussions with us, however, they indicated that such a situation was extremely unlikely.

Management also handed us proposals for bonus arrangements for 20001/02. Those were rejected on the basis that bonus payments are no longer credible, no longer acceptable and no longer seen as a route appropriate for the remuneration package.

Management again indicated that they would be implementing the other aspects of the pay agreement. Regarding ATCO OJTI payments – those will be implemented when all units have reached agreement. This is expected to happen very soon.

In conclusion, both IPMS and PCS indicated to Management that they would now be commencing a membership consultative exercise and would in the first instance be seeking approval from their national bodies to conduct industrial action ballots.

Management indicated that they would again report our position back to Directors and the Board.
