Are there any aircraft that spin up the wheels prior to landing?

What are the advantages/disadvantages of having a non rotating wheel contact the runway?

Would a rotating wheel make a difference on aquaplaning? On braking?

Try a search- this has been thrashed to death not so long ago. It may help to use the Brit spelling of 'tyre'.
