For a US citizen to get a part-time job in Canada while attending school, does he/she require a work permit of any sort?

Same as if a Canadian wants to work in the States

Because the States gives us Canadian students problems, we do the same. The only place you can find a part-time job is if you work on campus (Library, bookshop, food court, security etc.) Otherwise you do require a work permit.
