We reposition a couple of aircraft under VFR outside controlled airspace on a regular basis. We don't talk to ATC any more than necessary, and we don't get charged anything for the privilege
Occasionally, as the nights draw in, these flights end up being IFR. Not because we file IFR or clog up the airways, but because the sun has set. We still don't talk to anybody, but this time we get Eurocontrol charges... But not always.
Some airports are clearly more zealous than most when it comes to waking up the billing computer in Brussels.
So what's the secret... Why the inconsistency?
