PPP - Airline Group and Recruitment

If the Airline Group win the PPP contest - what will happen to recruitment, pay and conditions? Will market forces prevail leading to more pay or will they try to save money? If more ATCOs are needed, would they actively recruit from the military where there are plenty of wanabees and make the transition from mil to civil easier by paying a decent wage whilst under training?

I don't think £17,000 plus £100 per week tax free towards accomodation is too bad a wage even if leaving mil!!
