Altitude reports in USA

A friendly debate over a pint has raised a question.

If any USA air traffic controllers are reading this, please advise if aircraft are required to report levelling off at a new altitude in a radar environment.

It's much safer for all concerned if you report reaching your assigned level whether ATC require it or not.

In the U.S. it is only required to report vacating your level.
