...according to your book, is it possible to give a VMC climb/descent below the radar separation minima when both a/c are under radar contact?

Definite no to that in the UK. The first line of the rule states, "...when radar is not available...".

VMC Climb/Descent can only be done when there is no radar available.

seen it done but not for years, by persons no longer in the job. Definitely one for the spur wearing fraternity

TCAS Climb - what rubbish. We do know what VMC criteria are, it's just we can't open the window and stick a ruddy great tape measure out to check.

It boils down to knowing the rules, and knowing that you are or are not happy with it.
