Just maybe, Australia has a chance to turn around the regulatory regime that turned to worms circa 1988 with the axeing of the old Department and the introduction of the various Authorities - a remarkable set of initiatives.

Just maybe, the report of the investigation by Dr Hawkes, Secretary of the Department of Transport into the roles and relationships of CASA, Airservices et al (due on 22 December 1998) has identified that the Chairman and Board of CASA were a tad out of control, the Bermuda Triangle Airspace was not cleverly done and the Regulator should regulate rather than enthusiastically innovate.

Just maybe, the final BASI Report into the G Airspace disaster arrived with The Honourable John Anderson at the same time and just maybe, said much the same sort of thing but very scientifically of course.

Just maybe, the Minister will put CASA back under the Department and let the CASA Director get on with his job and run his own show.

Just maybe, the Minister might see the sense in removing the embarrassment to Government following the G Airspace debacle; kind of thank the Board for coming and all that "but we are restructing old fruit". "Seek another adventure perhaps; go land a helicopter upon the sun, after all you would be the first."

Just maybe, the Minister could then horsetrade and stop the Senate Enquiry that the Democrats are pushing and Labor may well support. "What is the problem - we fixed it all - we sacked the Board and thanked them for coming. It is back under the Department now - so all is well. Why do you want a Senate Enquiry?"

House of Reps sits 8 February and the Senate a week later - how about that for timing then?
