Is this what in the UK is called Radar Information Service?

Only in an exceptionally limited sense.

At least it appears to be a leap forward as far as the Paris region is concerned.

I've had something closely resembling RIS from La Rochelle or Bordeaux before, no doubt informally.

I also once had instructions to keep well away from the Le Blayais TRA; I was impressed because normally the French ATC are more than happy to give you a squawk, and watch you on radar as you infringe one of their TRAs, all the while they are talking to you, asking you for departure, destination, confirmation of level. Then 5 months later you get a letter from the CAA .

Generally, all I have been given is the reply 'we do not provide flight information'.This has come from Paris info, Reims info, Marseille info et al. looking at the publication date I am even more sceptical !
