Does anyone have a copy of Ops Spec C354 dealing with the use of Skid Resist Runways ?

I'm getting a question dealing with this paraqraph reference landing distance which I do not understand. Dispatch landing distances for WET conditions should be based on 115% of DRY Laning Distance - not based on wet landing distance - skid resist - or not. Does this sound logical to any of you with experience with this?
