I dont understand, where does this below 140kt 1800m rule come into force??
Is this for class G airspace??

Distance from cloud. Flight Visibility
Horizontal Vertical -
At and above FL100
Class B airspace clear of cloud - 8 km
Class C, D, E, F and G airspace. 1500m 1000ft. 8 km
Below FL100
Class C, D, E, F, and G airspace. Clear of cloud and in sight of the surface 5 km
alternatively
At or below 3000 ft.
Class F and G airspace Clear of cloud and in sight of the surface 5 km
For fixed wing aircraft flying at 140kt or less
Class C, D and E airspace Clear of cloud and in sight of the surface 5 km
Class F and G airspace Clear of cloud and in sight of the surface 1500m
For helicopters
Class C, D and E airspace Clear of cloud and in sight of the surface -
Class F and G airspace Clear of cloud and in sight of the surface Compatible with speed

Instrument meteorological conditions rating (aeroplanes) shall within the United Kingdom:
(a) subject to paragraph (c), entitle the holder of a United Kingdom Private Pilot’s Licence (Aeroplanes) or a United Kingdom Basic Commercial Pilot’s Licence (Aeroplanes) to fly as pilot in command of an aeroplane without being subject to the restrictions contained respectively in paragraphs (2)(c) and (f) of the privileges of the United Kingdom Private Pilot’s Licence (Aeroplanes) or (2)(b)(vii) or (ix) of the privileges of the United Kingdom Basic Commercial Pilot’s Licence (Aeroplanes).
(b) subject to paragraph (c), entitle the holder of a JAR–FCL Private Pilot Licence (Aeroplane) to fly as pilot in command of an aeroplane in Class D or E airspace in circumstances which require compliance with the Instrument Flight Rules.
(c) the holder shall not fly:
(i) on a special VFR flight in a control zone in a flight visibility of less than 3 km;
(ii) when the aeroplane is taking off or landing at any place if the flight visibility below cloud is less than 1800 metres.

There are two SVFR limits.
SVFR minimum for PPL holders - 10km
SVFR minumum for PPL holders with IMC or higher licences - 3km

There is no "below 140Kt/1800m rule". That is it. It does not exist.
The 140 Kt speed is a division between two limits for VMC. As BEagle says - read the book.
The 1800m visibility requirment applies to IMC holders and is the minimum visibility that they need to take-off and land.
the two are in no way related or connected.
