PPL training in Swizerland

A friend of mine who lives in Swizerland has just got his PPL. He claims that because he was a swiss citizen, or for what ever reason, the state payed for his PPL training. This obviously seems very odd since in won't be benificial to the country but that's what he told me. Can someone shed some light or am I having my leg pulled?
