Cleared for the ILS approach, runway__"

This topic has been posted under another forum but it would be interesting to have a few ideas from an ATC

Can anyone explain what the pilot is permitted/expected to do(speeds/altitudes) when he hears these wods from ATC in the following situations.

1. On a published STAR, with altitude and speed constraints at various waypoints

2. On a heading, to intercept the localizer.

In NZ, if you are cleared for an approach without a descent restriction (a descent restriction may be given in some limited situations with NPAs - but not ILS) then you arrange your own profile to DA, but it must be not below published altitudes on STARs, AREA chart, approach chart etc. In addition it is expected that aircraft will ALWAYS intercept the GP from BELOW. If not, aircraft must report that fact.

As for your second query, the NZ phraseology in such a situation is "From the heading, intercept the localiser, cleared ILS ...." It is a bit wordy, but it eliminates the confusion you are alluding to - in other words, may I now fly ANY heading to intercept the localiser??
