Becomming An ATCO In The US

Just out of curiousity, what are the requirements (education etc) to become an ATCO in the US. Would a british citizen who had studies in the US for a degree be able to apply or would they need to be full US residents?

As i say just curious

To be employed by the FAA you must be a US citizen...
