Just checking some weather for tomrrow and this is Dublin's long taf:

EIDW 212023Z 212004 35008KT 9999 SCT018CB BKN035
TEMPO 2004 5000 SHRAGS SCT010 BKN017CB PROB40
TEMPO 2002 TSRAGS

issued on the 21st at 2023Z and valid from 2000 on the 21st till 0400 on the 22nd??????

Whats up with this Taf... need help please!

It's normally 1900-0400. I suspect this is an amended TAF issued after the period of validity had started, i.e., issued at 2023 so they gave it a period of 2000-0400. The next TAF would 2200-0700 issued around 2100.

VA

and that would be a short TAF.

In the 8 hours between 2000 on the 21st and 0400 on the 22nd, the wind will be from 350 deg at 8 kt. The visibility will be more than 10 km, there'll be 3 to 4 eighths of cumulonimbus cloud at 1800 ft and 5 to 7 eighths at 3500 ft. For up to half of the time between 2000 and 0400, the visibility will drop down to 5 km in moderate showers of rain and hail for less than an hour at a time, with 3 to 4 eighths of cloud at 1000 ft and 5 to 7 eighths of cumulonimbus at 1700 ft. For added joy, there's a 40% probability (which means a virtual certainty) of thunderstorms with rain and hail between 2000 and 0200.

Or the shorter decode:

Dog$hit!

And, as vintage ATCO says, the 2100 short TAF is:

212207 35007KT 9999 SCT018CB BKN030 TEMPO 2207 4000 SHRAGS SCT010 BKN017CB TEMPO 2202 TSGS BECMG 0205 03012KT

Still Dog$hit!!

At 2030Z, the actual was 36007KT 7000 TSRA FEW011 BKN018CB 03/01 Q1011 TEMPO TSRAGS 5000...... Sometimes it's better to be on the ground - and this is one of them!

Actually, it was pretty well spot on. Nice lightning show at 2-4am local time.

By "nice" I mean "interesting" and kept us awake and alert during the take off. :D (joys of night freight)
