Britannia Airways Is looking to open a new purpose-built replacement engineering facility northeast of the Engine Run Bay with offices and hangarage capable of accommodating simultaneously, three B767ER aircraft or more of narrow-bodied types and is looking to LLAO and LBC to part-fund the development in return for which, it's willing to hand over the land required for Taxiway Echo. However, LLAO is talking about going to Court.
Britannia Engineering has signed deals for third-party heavy maintenance with Air Seychelles (B767), Air Mauritius (B767?) and Neos (B737) amongst others.
Air Harrods (ex. Metro) is discussing with LLAO an extension to office facilities - it would like to open a dedicated corporate aircraft terminal based on the South Apron but this apronage is proving insufficient for its business and so other sites on the airfield are being examined e.g. south of Hangar 201 opposite the North Apron where an apron roughly the size of the East Apron might be built thus releasing the South Apron back to LLAO (currently leased to Harrod's).
Chiltern A.S.U. looks like it will at last, move out to RAF Henlow sometime later this year.
The first stage of construction of a full-length parallel taxiway starts this autumn when the 'Y'-junction of taxiways Bravo and Alpha will be widened and partially straightened out. Budget approval is expected for next FY to build a new fire station and to construct the taxiways extensions to the end of both runways. LLAO is taking flack from the local NIMBYs who see this as the 'thin end of the wedge' not helped by Keith Brookes' recent public statements that were widely reported in the national press, about developing Luton to carry up to 60M passengers a year by 2030!
The Luton runway will also be completely resurfaced next year, over several months, mainly at night.
Construction of a new pier that will service stands on the East and North Aprons along with an Immigration Hall and development of the upper level of the new terminal building will also begin later this year.

Meanwhile, of far greater importance, the bacon butties at Bagby in North Yorkshire are still as good as ever, the fleet of vintage aircraft which were burnt out at Felthorpe in Norfolk, are gradually being replaced, and an A330 commenced charter operations at Norwich last week, which on 1870m of runway looks pretty scary.

With TBI really against more 732s being based at LTN, only wanting 738s to pacify the locals; MOL wanting an enlarged 732 base, the whole ryan thing will probably go 'belly up', resulting in LTN getting nothing (or very little). That would be just as it always has been.

My info source indicates a "Done deal" from Nov 2003, but we all know how quickly things can change in aviation!
The construction site should be completed, land ownership issues aside, by summers end.
The contractors will then move south and deal with the Y intersection and smooth this out.

Plans in place allegedly, to move the easyIgloo from the East apron, to the vicinity of the run up bay via a new (Temp?) taxiway, the Igloo takes up virtually 2 East apron stands, thus releasing them for commercial Op's.

London Luton Airport recently completed work on its new £ multi-million ‘Echo’ Taxiway, which will be officially opened on Thursday 6th November by Kevin Hatton – Managing Director of Britannia Airways and Paul Kehoe – Managing Director of London Luton Airport.
For the first time in the airport's 65 year history the new taxiway provides the airport with a one-way aircraft handling and apron system encompassing the entire Terminal Complex.
This new layout speeds the arrival, handling and departure of all aircraft and additionally increases the already high levels of passenger convenience and of apron safety at London Luton Airport.
The new taxiway is the first part of the latest ambitious multi-million pound investment by TBI PLC to increase passenger traffic within the airport’s existing planning consents, to assist in meeting capacity requirements for London and the South East of England.
The opening of the taxiway will be celebrated by the taxiing of an aircraft each from Britannia Airways and easyJet through a twin archway of water and foam provided by London Luton Airport’s Fire & Rescue Tenders.
The water cannon on the fire tenders will be manned by Kevin Hatton MD Britannia Airways & Paul Kehoe MD London Luton Airport.
The aircraft will taxi under power through the archway with landing and navigation lights ablaze – providing spectacular filming and photographic opportunities for media and guests assembled nearby.
This ceremony will be at 11.30 hrs on Thursday 6th November.

The gradient from the old apron (stand 9) down past the new 3 pack to the cargo taxiway is indeed a bit steep.....but only something like 0.2 degrees steeper than the ICAO recommended limit. This effectively means that it is approved, but may have to be closed in icy conditions.
