I read this week that the operator is about to embark on plans to create large holding areas and runway improvements raising the total hourly movement rate up to 50 per hour. That is a seriously massive increase. Work is scheduled to start very soon.
From www.abtn.co.uk
LONDON CITY AIRPORT has awarded the contract for the construction of a holding point at the eastern end of its single runway to John Mowlem & Company Plc, the builders of the airport in the 1980s. Covering some 4,500 sq m and supported by up to 70 piles the holding area will enable four aircraft to taxi out onto the runway at any one time, one positioning for take-off clearance, with the other three waiting in the holding area for take off-clearance. Originally thought to have an maximum of 15 aircraft movements per hour, LCY will now be targeting up to 50 movements in 60 minutes. Work is expected to start straight into the new year and take just nine months. http://www.londoncityairport.com
I suppose I will have to contine to duck the low flying Scottish D328's that plague my tall tree!

This has been in prospect for 12 months or more. It is only the construction contract award that has happened now (ironically to the original constructors/owners of LCY, who built it, watched low traffic figures for years, then sold it for a song only to see passenger numbers skyrocket - there's a moral in that somewhere).
The only time there is a need for additional capacity at LCY is for a couple of hours in the mornings and evenings. All credit to them for investing in the concrete rather than just pricing the demand out. EDI (half-length taxiways) and others PLEASE NOTE. Oh, and credit too for the ATCOs at LCY during the morning and evening rushes. Lots of clever sequencing, rarely a go-around.
