This article (https://www.scotsman.com/news/transp...-group-1399214) named VINCI as one of the unsuccessful bidders in the last sale process. I wonder if they're the "European investor in transport infrastructure" mentioned by the BBC?

A local councillor stated there was a European transport firm backed by a Far Eastern bank as a potential bidder.
