...interesting conundrum here... Selatar was to take Turbo props and lighten the load off SIN. Most traffic would have orignated & retuned to Malaysia. eg FireFly and Malindo both flying ATRs...now this...get your corn popping...

And as I noted in another thread some time ago: do not lose sight of Area B to the south and Indonesian Aviation Act (1/2009) Article 458.
