Norwegian T/A - to be "based" in Ireland

Media reports suggest that Norwegian is to place the administration of its Trans-Atlantic operation in Ireland, but not run any routes from the country.

From The Irish Independent, 1st Feb 2014;
Norwegian, the Scandinavian airline that's one of Europe's biggest carriers, has injected $53m (€39m) into the Irish company it is using to front its long-haul service.

The Wall Street Journal, 12th Feb 2014;
U.S. regulators are set to rule in the coming weeks on a plan by a unit of Norway's largest airline to launch new trans-Atlantic flights that is viewed by the industry as a test case for competition in the world's most lucrative international travel market. Norwegian Air Shuttle AS is the first of the new breed of low-cost airlines to launch trans-Atlantic flights. On Wednesday, it secured approval from Irish regulators to base its international unit there, even though it has no plans to fly from Ireland.

And some commentary from The Economist, also on Feb 12th;
A PUSH by Norwegian Air Shuttle to bring its discount, no-frills business model to transatlantic flights has produced predictable reactions. Incumbent carriers and labour unions are apoplectic. Lee Moak, the president of the Air Line Pilots Association, told the New York Times that the Norwegian flyer wants "to exploit legal and regulatory loopholes to give them an unfair economic advantage over U.S. airlines that operate in a global marketplace". Three big carriers, Delta, United and American, have filed a similar complaint with the US Department of Transportation.
