Bonkers. Any ideas as to what ' extraordinary circumstances' will negate compensation? Presumably a 4 hour slot delay due to, for example, a continental ATC strike wouldn't mean compensation being paid out?

It's a lawyers' charter to print money. Every million that lines their pockets will be paid for by the airlines ... and ultimately by the 99.9% of passengers who are not delayed by 3 hours.
The worse the regulation, the richer the lawyers.
