Devil YBSU - change in Sunshine Coast mins

With the notam issued in August, the approaches to the Sunshine Coast now have higher minima - in some cases, hundreds of feet higher. Does this mean we've been too close to obstacles for some time when approaching with the old minima?

And what does an RNAV Z approach mean? My latest Jepps don't have an RNAV to 18 - but we flew the old one this morning with a clearance from the tower for an RNAV Z. Is this like an ATIS Z?

I'm looking forward to learning what prompted the changes.

Hope it doesn't impact the RPT traffic that's already finding Sunny Coast weather too low at times for the available approaches.
