Tripoli

Hi all, just a quick question:

If I arrive on a flight with Alitalia from Rome into Tripoli and have a boarding card/ticket for an onward flight with Emirates to Dubai in about 3 hours and only travelling with hand luggage, would I need a visa? or talk to the police or I simply go to the gate for my next flight following sings for transit?

I would know the answer for anywhere in the world but not so sure about the conditions in Tripoli.

In TIP late last year and there was a transfers system in place.
