US - Jamaican Flights Cuban Overflight

Do flights between the Caribbean island of Jamaica and the United States, in particular Florida, overfly Cuba?

If so, how is it that the Cuban government, being at odds with the US (to say the least) permits such overflights?

Yes, they do overfly Cuba.

Why/How? The Cubans charge very expensive overflight fees. Capitalism as a motivation seldom seems to be very far away in this world.
