Why pilots approaching an airport need to know if LVP are in force?
I always thought it's a Tower business.

Without LVP you are not guaranteed Cat III airfield safeguarding or backup power systems. Some airfields have to switch to generator power, using the mains as a backup, to ensure guaranteed switch over within one second in the event of a power failure.

There's nothing to stop any IFR airfield having LVP's, you don't have to be Cat 3.
